On June 24, 2026, Davis Polk partner and Financial Institutions practice co-head David Portilla will testify before the House Financial Services Committee at a hearing on “Future of payments: Promoting innovation and fair markets.” The hearing will examine the evolution of our payments system and the role of bank and nonbank charters; provide members with an opportunity to review the regulatory, compliance and supervisory requirements applicable to different charter types; and explore how charter frameworks can promote safety and soundness, enhance competition, foster innovation and reduce the costs associated with payments and regulatory compliance.
