David J. Penna

Co-head of Infrastructure Finance. Advises on complex project development, financing and M&A transactions, focusing on the energy, power and infrastructure sectors.
David represents sponsors, lenders, developers, multinational corporations and governmental entities in the development and financing of energy, power and digital infrastructure projects. He also regularly handles mergers and acquisitions, with an emphasis on deals involving power generation and digital infrastructure assets.
His practice encompasses the development and financing of data centers, towers, fiber, wind, solar, battery storage, biomass and power transmission projects, as well as natural gas, oil, LNG and petrochemicals projects. His work is recognized by Chambers, which quotes a client describing David as “practical and a problem solver, commercial and effective.”
In addition to his extensive experience in private practice, David served in a senior role at the U.S. International Development Finance Corporation (DFC), providing strategic policy advice related to national security and international development.
