Will Schisa

Mr. Schisa is counsel in Davis Polk’s Financial Institutions Group and economic sanctions and national security practice, based in the Washington DC office.

He has extensive experience with the economic sanctions laws and regulations administered by the Treasury Department’s Office of Foreign Assets Control (OFAC), having  served for nearly 10 years as an attorney in the Office of the Chief Counsel, Foreign Assets Control, the legal office that supports OFAC.

In that role Mr. Schisa:

  • Provided legal advice to OFAC regarding economic sanctions laws and regulations administered by OFAC, as well as other legal authorities relevant to the agency’s mission
  • Conducted  legal review of agency actions, including the issuance of licenses, guidance documents, and regulations, and sanctions designation and enforcement actions
  • Provided guidance on OFAC regulations to counterparts at other executive branch agencies, Congressional staff, foreign government officials, and the public
  • Served as the lead attorney responsible for coordinating agency response in several significant litigation matters challenging OFAC actions

  • 2014 recipient of Treasury Legal Division Award for Legal Research and Writing
