Davis Polk AML/CFT head Dan Stipano was quoted in MoneyLaundering.com discussing the potential impacts of an indictment against the head of a small-town bank on the OCC’s plan to dial back supervision of community banks.

The article noted that the case against the bank’s head follows the OCC’s decision to give examiners more latitude to reduce the scope and frequency of their inspections of community banks.

Examiners have “a great deal of discretion” under the new policy, which risks allowing similar schemes to “fly under the radar” more easily, Dan said.

“If you have a good examiner, they will recognize something like this and nip it in the bud. But if not, there’s potential for this kind of situation to happen more often,” he added.
