Justin advises financial institutions, fintechs and digital asset businesses on regulatory, policy and transactional matters involving financial innovation. He helps clients develop new products and business models, navigate evolving legislative and regulatory frameworks, and engage with regulators and policymakers.

His practice encompasses stablecoins, payments, novel bank charters, tokenized deposits and securities, digital asset custody and trading, and on-chain financial market infrastructure. He advises on banking, securities, money transmission and digital asset regulation, as well as the Bank Holding Company Act, bank powers, affiliate transactions, bank-fintech partnerships, and financial institution transactions.

Justin regularly writes and speaks on financial innovation topics. He is a member of the Digital Money Association’s Advisory Board and a Co-Chair of the New York City Bar Association’s AI and Digital Technologies Payment Services and Systems Subcommittee.
