Two partners from Davis Polk & Wardwell LLP have authored a paper entitled, "Investment In U.S. Infrastructure: A Review Of The Recovery Act Of 2009" in the sixth edition of Morgan Stanley’s Infrastructure Paper Series (January 2010).

The paper critically examines the success of those programs established under the Recovery Act, in the transportation, energy and telecommunications sectors, designed to stimulate greater private investment in U.S. infrastructure.

The two partners are E. Waide Warner Jr., a member of the Project Finance Group in New York and Po Sit, a member of the Tax Department in New York.
